
The Georgia Governor’s Office of Highway Safety (GOHS) produces an annual
highway safety plan to identify traffic safety goals for reaching its mission.
In this plan, the following goals have been established in order for GOHS to
reach the national goal of 1.0 fatality per 100 million vehicle miles traveled
by the year 2008. Each objective listed in your application should indicate
which of the following GOHS goal(s) you hope to help us obtain (i.e. 1(1), or
2(2)).
1. National Priority Program Area: Alcohol and Other
Drug Countermeasures
Includes all programs designed to reduce or impact impaired driving and crashes,
injuries and fatalities associated with impaired driving.
1. GOHS GOAL: REDUCE ALCOHOL AND DRUG RELATED CRASHES, INJURIES AND FATALITIES:
To reduce the overall rate of impaired driving-related crashes, injuries and
fatalities on Georgia’s highways during FY 2006 compared to the average
of 3 previous years for which data is available.
2. GOHS GOAL: REDUCE YOUTH ALCOHOL AND DRUG RELATED CRASHES, INJURIES, AND FATALITIES:
To reduce the rate of impaired driving-related crashes, injuries and fatalities
involving drivers and passengers aged 15 through 20 on Georgia’s highways
during FY 2006 compared to FY 2005.
3. GOHS GOAL: FACILITATE IMPAIRED DRIVING ADJUDICATION: To facilitate effective
prosecution of motorists charged with impaired driving infractions in Georgia
during FY 2006.

National Priority Program Area: Occupant Protection
Includes all programs designed to reduce the deaths and injuries resulting from
traffic crashes by routine use of occupant restraint systems appropriate to
vehicle and passenger types.
1. GOHS GOAL: INCREASE OVERALL SAFETY BELT USAGE: To increase the observed overall
usage rate of safety belts by drivers and passengers in vehicles operated on
Georgia’s highways during FY 2006 compared to FY 2005.
2. GOHS GOAL: INCREASE OVERALL CHILD RESTRAINT USAGE: To increase the observed
overall usage rate of child restraint systems in vehicles operated on Georgia’s
highways during FY 2006 compared to FY 2005.

National Priority Program Area: Speed Control
Includes programs designed to reduce the number of crashes, injuries and fatalities
related to motor vehicle crashes involving excess speed.
1. GOHS GOAL: REDUCE SPEED-RELATED CRASHES, INJURIES AND FATALITIES: To reduce
the rate of speed-related crashes, injuries and fatalities associated with speed-related
motor vehicle crashes on Georgia’s highways during FY 2006 compared to
the average of 3 previous years for which date is available.
2. GOHS GOAL: REDUCE SPEED-RELATED CRASHES, INJURIES AND FATALITIES ON RURAL
ROADS: To reduce the rate of speed-related crashes and the injuries and fatalities
associated with speed-related motor vehicle crashes on Georgia’s rural
highways during FY 2006 compared to the average of 3 previous years for which
date is available.

National Priority Program Area: Motorcycle Safety
Includes programs designed to reduce deaths and injuries related to crashes
involving a motorcycle, including programs to increase or maintain helmet usage
rates.
1. GOHS GOAL: REDUCE MOTORCYLE RELATED FATALITIES AND CRASHES: To reduce the
overall rate of crashes, injuries and fatalities involving at least one motorcycle
on Georgia’s highways during FY 2006 compared to the average of 3 previous
years for which date is available.
2. GOHS GOAL: INCREASE HELMET USE AMONG MOTORCYCLISTS: To increase observed
helmet usage rate among motorcyclists during FY 2006 compared to FY 2005.

National Priority Program Area: Pedestrian & Bicycle Safety
Includes programs designed to reduce deaths and injuries related to traffic
crashes involving pedestrians or bicycles.
1. GOHS GOAL: REDUCE PEDESTRIAN INJURIES AND FATALITIES FROM TRAFFIC CRASHES:
To reduce rate of pedestrian injuries and fatalities resulting from traffic
crashes during FY 2006 compared to the average of 3 previous years for which
date is available.
2. GOHS GOAL: REDUCE BICYCLE-RELATED INJURIES AND FATALITIES: To reduce the
rate of bicycle-related injuries and fatalities resulting from traffic crashes
on Georgia’s roads and highways during FY 2006 compared to the average
of 3 previous years for which date is available.

National Priority Program Area: Police Traffic Services
Includes programs designed to directly deliver police traffic services or to
facilitate existing police traffic services through training or equipment.
1. GOHS GOAL: ENHANCE POLICE TRAFFIC SERVICES: To provide direct police traffic
services through law enforcement agencies engaged in traffic safety initiatives
or mobilizations during FY 2006.
2. GOHS GOAL: FACILITATE EFFECTIVE POLICE TRAFFIC SERVICES: To facilitate effective
police traffic services by providing training or equipment to law enforcement
officers engaged in traffic safety enforcement.

National Priority Program Area: Community Traffic Safety Programs
Includes programs designed to build or maintain traffic safety-related community
coalitions, to implement or evaluate community programs, or to disseminate traffic-safety
materials to local communities.
1. GOHS GOAL: FACILITATE EFFECTIVE COMMUNITY TRAFFIC SAFETY PROGRAMS: To facilitate
traffic safety on Georgia’s highways through establishing and maintaining
programs that implement or evaluate community traffic safety interventions.
2. GOHS GOAL: DISSEMINATE TRAFFIC SAFETY-RELATED EDUCATIONAL MATERIALS: To facilitate
traffic safety on Georgia’s highways through the dissemination of traffic
safety-related educational materials to stakeholders to reinforce the GOHS mission.
8.
National Priority Program Area: Traffic Records
Includes programs designed to support the coordination, collection, processing,
analysis and reporting of accurate crash reports.
1. GOHS GOAL: IMPROVE THE COORDINATION, COLLECTION, PROCESSING, ANALYSIS AND
REPORTING OF CRASH REPORTS: To assist in the continuous statewide coordination,
collection, processing, analysis, and reporting of accurate crash reports to
maintain an effective traffic information system during FY 2006.

National Priority Program Area: Emergency Medical Services
Includes programs designed to improve the Emergency Medical Services system
to respond to injuries and fatalities related to traffic crashes.
1. GOHS GOAL: INTEGRATE EMERGENCY MEDICAL SERVICES INTO COMMUNITY TRAFFIC SAFETY
PROGRAMS: To facilitate the integration of Emergency Medical Services into community
traffic safety programs to improve the rate of crash victim survival and community
traffic safety coordination.
